The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking an experienced Monitoring and Evaluation Manager (M&E Manager) for a short term assignment on the USAID funded Community Engagement (CEP Project) in Jordan. This project is expected to finish in July 2018.

The Monitoring and Evaluation Manager reports to the Chief of Party and is member of the project’s senior management team. The M&E Manager is responsible for all monitoring and evaluation activities on the project.

Responsibilities

    • Oversee and implement the monitoring and evaluation (M&E) system
    • Lead and plan M&E activities including the final evaluation, and ensure data quality assurance standards.
    • Oversee field staff compliance with M&E procedures, documentation and data validation protocols.
    • Supervise four local M&E staff and oversee four additional M&E staff located in field offices.
    • Update M&E and project management systems to reflect program progress and needs. Enforce proper usage of these systems by program staff.
    • Collect and analyze information and data on the baseline/performance indicators.
    • Liaise with stakeholders and project-related donors on relevant program M&E concerns.
    • Overall responsibility for project reporting including Weekly, Monthly, Quarterly, Annual, Final and ad-hoc reports.
    • Ensure compliance with DevResults, TrainNet and GIS reporting to USAID.
    • Support close out of the program, including archiving of data and capturing of lessons learned.
    • Work with Communications, Implementation and Program Impact and Analysis Departments to identify, collect and document success stories and Most Significant Change.

Knowledge, Skills and Abilities

    • Strong analytical and writing skills
    • Familiar with M&E practices in international development and good social research methods
    • Ability to prepare clear and concise reports.
    • High degree of computer literacy; Excel, Word, Power Point skills are essential.
    • Ability to manage and meet deadlines.
    • Ability to work independently on multi-task load.
    • Ability to work with team members to consolidate and verify information, including remote coordination and management.
    • Excellent communication and organizational skills.

Qualifications

    • Bachelor’s degree in related field, preferably in business administration, public administration or international development minimum eight years of related experience; or master’s degree in related field, preferably in business administration, public administration or international development and five years of related experience.
    • A minimum of two years of experience in monitoring and evaluation management for international development programs; USAID, or NGO preferred.
    • Experience with DevResults and TrainNet preferred.
    • Experience with ArcGIS or other geographic information system preferred.
    • Fluent in written and oral English; Arabic language skills preferred
