The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities seeks a Chief of Party (COP) for the anticipated USAID-funded Comunitatea Mea/My Community a five year 20.5M local governance strengthening program that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened. Therefore, the overall system of democratic governance will be strengthened.

This position is contingent on funding.


Chief of Party will be responsible for the overall technical and managerial leadership of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the agreement.

Specific responsibilities include the following:

  • Act as the key liaison with USAID/Moldova, the Government of Moldova, and all other counterparts and implementing organizations involved with local governance.
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.
  • Offer solutions in a complex development environment.
  • Manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities

Knowledge, Skills and Abilities

  • Proven leadership and interpersonal skills are required.
  • Demonstrated ability to establish productive, collaborative relationships with counterparts.
  • Excellent oral and written communication skills required.
  • Knowledge of USAID program management, policies, procedures, regulations and reporting requirements preferred.
  • Conflict resolution and relationship building skills are highly preferred.


  • Education: Master’s degree (or foreign equivalent) in a discipline related to government, management, city planning, city management or foreign assistance development
  • Minimum 15 years of experience in the management and implementation of democratic local governance programs and knowledge of local government strengthening, public administration, and citizen participation issues.
  • Experience managing a USAID program of similar size and complexity
  • Prior experience of implementation of successful decentralization and/or territorial-administrative reforms.
  • Fluent English (spoken, written and reading)
  • Professionally conversant in Romanian and/or Russian.
  • Demonstrated ability to work with cooperating partners in implementing a complex program in the field.
  • Experience as a city planner/manager is a plus as well as prior experience in CIS, and/or Eastern Europe, and a proven ability to work collaboratively with donors.
  • Regional experience required. Moldovan experience strongly preferred.
