Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities’ Department of Humanitarian Assistance (HA) has developed a strategy for the organization’s response to the Yemen crisis, anchored in a field presence.  Specifically, HA is responding directly in Yemen, intensifying Global Communities’ assistance to vulnerable Yemenis. Global Communities, with its more than 60-year experience in over 80 countries, has the commitment to be a strong part of humanitarian response to Yemen by building up the capacity of vulnerable groups and strengthening their resilience to improve their living conditions with a long-lasting, positive and community-based change.


Global Communities is seeking a Country Director to act as the primary representative for current Global Communities’ programs, engaging in humanitarian advocacy, fostering opportunities for new business development. The Country Director will provide the strategic vision and leadership for the program in order to achieve program goals and objectives.


  • Provide clear leadership, oversight and strategic support to program teams based in Sana’a and Aden, and potentially in other sub-offices, to ensure quality implementation, smooth operation of management systems, and donor compliance.
  • Lead and manage matters related to personnel management, finance, procurement, grants and contracts, security, legal, and donor compliance.
  • Manage in-country donor relations and foster amicable working relationships with local government authorities at the National, Municipal, and community levels, UN, non-governmental, and other international organizations to ensure smooth program operations.
  • Develop a growth strategy for Global Communities in Yemen in coordination with Headquarters and other Global Communities regional actors.
  • Identify program and business development opportunities at the country level and in the region and maintain communications with Headquarters about all new opportunities.
  • Participate in the design and development of proposals, concept notes, and budgets.

Knowledge, Skills and Abilities

  • Strong leadership skills with proven experience in humanitarian negotiation and managing multiple programs from different donors and a large, local field staff.
  • High diplomatic and interpersonal skills negotiating and working with foreign experts, managers, government and non-government officials, local staff, and target populations.
  • Familiarity with UN, ECHO and DFID award processes.
  • Technical experience with shelter and settlements, food security, community resilience, and local governance highly preferred.
  • Excellent command of English, both written and spoken. Working knowledge of Arabic preferred.


  • A Master's degree in relevant discipline and a minimum of 8 years of experience or a Bachelor’s degree in relevant discipline and a minimum of 10 years of experience.
  • At least 6 years of field experience in international development preferred.
  • At least 2 years of experience in a senior leadership capacity in the field preferred.
  • At least 3 years in humanitarian assistance programming such as in emergency relief operations, early recovery efforts, and/or transitional programming preferred.          
  • Experience managing a program of similar size and scope in an insecure environment, as a Chief of Party, Country Director or similar, preferably with a USG donor.
  • Technical experience with WASH, food security, and economic recovery highly preferred
  • Extensive experience with USAID and USAID/OFDA rules and regulations.
  • Prior experience in the MENA region.
