Overview

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities seeks a Small Scale Construction Project Manager (PM) for the anticipated USAID-funded Comunitatea Mea/My Community a five year 20.5M local governance strengthening program that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened. Therefore, the overall system of democratic governance will be strengthened. 

This position is contingent on funding.

Responsibilities

The Small Scale Construction Project Manager (PM) will manage community improvement and infrastructure activities associated with the program.

Specific responsibilities include the following:

  • Ensure that the construction plan is kept up to date and followed, that quality standards are upheld and activity schedules are met.
  • Define and manage overall infrastructure requirements: including staffing, cost and quality control of all tasks and assignments undertaken to achieve project objectives.
  • Speak for Global Communities on community based infrastructure related matters.
  • Make decisions according to the construction plan.
  • Ensure effective and efficient performance of activities and oversee quality control and reporting.

Knowledge, Skills and Abilities

Demonstrated organizational, communication, leadership, problem solving and time management skills.

Qualifications

  • Education: Four year bachelor's degree in construction management, project management or construction science (or foreign equivalent). A degree in architecture or engineering is also acceptable.
  • Minimum 5 years’ experience in community construction and project management.
  • Minimum 3 years’ experience working overseas.
  • Familiarity with different areas of construction as well as workplace safety and international building codes.
  • Fluent in English
  • Ability to speak Romanian or Russian, at a professional level, preferred.
