The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities seeks a an experienced Deputy Chief of Party (DCOP) for the anticipated USAID-funded Comunitatea Mea/My Community a five year 20.5M local governance strengthening program that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened. Therefore, the overall system of democratic governance will be strengthened.

This position is contingent on funding. USAID has specified that candidates for this position should be Moldovan nationals. No expat allowances or benefits are attached to this position.


The Deputy Chief of Party will be responsible for the overall technical and managerial leadership of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the agreement. This position reports to the Chief of Party.

The Deputy Chief of Party is responsible for managing all field operations under the overall direction of the Chief of Party.


Specific responsibilities include:

  • Supervising technical staff
  • Operational decisions and management of the technical components of the program
  • Ensuring that technical components are properly executed, responsive to changing program requirements, and results-oriented.
  • Ensuring that results in all technical areas meet the requirements of the program.


  • Education: Master’s degree (or equivalent) in a discipline related to government, local government, city planning, city management or foreign assistance development.
  • Minimum seven years of experience working with local governments in Moldova.
  • Senior level experience managing a donor project of similar size and scope including supervisory experience. Knowledge/Experience with USAID rules and regs strongly preferred
  • Demonstrated understanding of how to effectively carry out technical assistance activities at the local level.
  • Fluent in English and Romanian and/or Russian
  • Demonstrated ability to work with cooperating partners, communities, and local authorities.
