Overview

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities seeks an experienced Citizen Engagement Advisor for the anticipated USAID-funded Comunitatea Mea/My Community a five year 20.5M local governance strengthening program that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened. Therefore, the overall system of democratic governance will be strengthened.

This position is contingent on funding.  No expat allowances or benefits are attached to this position.

 

Responsibilities

 

The Citizen Engagement Advisor will be responsible for implementing technical activities designed to improve citizen engagement in local governance in municipalities across Moldova.

Specific Responsibilities include:

  • Implement technical activities designed to build citizen capacity and empowerment to engage with local authorities, through organizing, advocacy, monitoring, and other participatory tools.
  • Oversee a small grant fund for local citizen initiatives and/or civic organizations to engage with their local public authorities.
  • Supervise a small technical team

Qualifications

  • Education: Bachelor’s degree in a discipline related to government or a related discipline. Master’s degree preferred.
  • Minimum seven years of experience working with and building the capacity of citizens, civic groups, associations and/or community groups in Moldova.
  • Team lead supervisory experience preferred
  • Experience with gender inclusion and integration in the area of local governance.
  • Ability to establish strong working relationships with community and government leaders.
  • Fluent in English and Romanian and/or Russian
