Overview

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities seeks an experienced Local Governance Advisor for the anticipated USAID-funded Comunitatea Mea/My Community a five year 20.5M local governance strengthening program that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened. Therefore, the overall system of democratic governance will be strengthened.

This position is contingent on funding.  No expat allowances or benefits are attached to this position.

Responsibilities

The Local Governance Advisor will be responsible for working with local governments to meet citizens’ needs.

Specific responsibilities include:

  • Implementing technical activities designed to improve local government capacity to engage with citizens for strategic planning, implement administrative reform, manage resources, improve services responsive to citizen needs, and advance financial management.
  • Supervise technical activities to promote policy dialogue on decentralization and administrative reform, including building connections between citizens, local governments, and the central government.
  • Supervise a small technical team

Knowledge, Skills and Abilities

Qualifications

  • Education: Bachelor’s degree in a discipline related to government, public administration, city planning, city management or international development. Master’s degree preferred.
  • Minimum seven years of experience working with local governments in Moldova.
  • Supervisory experience
  • Experience with gender inclusion and integration in the area of local governance.
  • Experience working with programs that build local government capacity, support administrative reform, improve services, and/or improve local government financial management.
  • Ability to establish strong working relationships with local government officials and representatives,
  • Fluent in English and Romanian and/or Russian
