Overview

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking a Chief of Party (COP) for the USAID YouthPower Project. Through funding from USAID/Jordan, USAID YouthPower will empower 20,000 youth in underserved communities throughout Jordan’s 12 governorates. Our goal is to put youth (ages 10 – 29) at the center of their own development and leave behind sustainable pathways to positive youth development in the 60 communities where USAID YouthPower will work. Key activities include:

  1. Youth Engagement and Training: to better connect  youth to their communities, providing forums for youth to take leadership positions in front of their communities, and to give youth—from all backgrounds (Jordanian, Palestinian, Syrian) —enhanced skills in critical thinking, conflict management, team work and problem-solving;
  2. Community Asset Mapping: a process in which youth map their communities – focusing on assets rather than needs, and analyze data to identify opportunities to strengthen local youth resources; and
  3. Innovation Grants Fund: that funds youth-development projects identified through the Community Asset Mapping process.  All projects funded by USAID YouthPower will be designed, selected, monitored and evaluated by youth.

USAID YouthPower will also develop a web-based platform to share youth resources (internships, training, education and employment opportunities), as well as relevant research. USAID YouthPower has office locations in Amman, Irbid and Ma’an.  The project duration is 2017 – 2022.

 

Responsibilities

The COP provides technical and administrative leadership of the project team and will be responsible for overall implementation, achievement of results, and contract management. The COP will serve as the principal liaison with USAID, various Government of Jordan representatives, and Global Communities headquarters staff.

 

Specific responsibilities include:

  • S/he will establish and maintain strong relationships with Jordanian subcontracted NGO partners, civil society organizations, local governments, and the private sector to ensure sound implementation of activities funded by USAID;
  • S/he will ensure that all donor and other sponsoring organization compliance and reporting requirements are met fully and in a timely manner;
  • Manage and mentor a team of local professional staff in the implementation of project activities;
  • S/he will oversee capacity building programs for technical strategy development and implementation, annual work planning and program implementation, and ensure a robust and adaptive knowledge management and M&E system;
  • The COP will confer with USAID management on strategic issues to maximize impact and scale, minimize costs, and maximize efficiency and sustainability in achieving project requirements.

 

This position will be based in Jordan.

 

Knowledge, Skills and Abilities

  • Proven leadership and interpersonal skills;
  • Demonstrated ability to establish productive, collaborative relationships with counterparts;
  • Excellent oral and written communication skills;
  • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements;
  • English language fluency; Arabic language skills are highly desirable;

Qualifications

  • Master’s degree or advanced training in management, international development, education, social sciences or a related field or equivalent experience, required;
  • At least 15 years of experience in international development, including at least five years as COP, DCOP or equivalent on complex programs in at-risk communities;
  • Five years of experience with programs incorporating principles of PYD required;
  • Demonstrated experience managing a culturally- and gender-diverse staff and international and local partners to achieve project results;
  • Demonstrated experience managing relationships with host country government institutions and building alliances with the private sector and government institutions that leverage resources and strengthen sustainability;
