  • Overview

    The GBV Sub-Cluster, co-chaired by UNFPA and Global Communities, is a coordinating body with the objective to reduce risks and mitigate consequences of GBV experienced by women, girls, boys and men in Syria. It works to facilitate multi-sectoral, inter-agency action aimed to prevent GBV and to ensure a principled approach to the provision of accessible, prompt, and survivor-centered services to survivors of GBV. The GBV SC focuses on populations affected by the armed conflict in Syria reachable though cross-border operations from Turkey.


    The GBV SC ensures, in coordination with the Protection Cluster (PC), and Whole of Syria GBV AoR, the integration of GBV prevention, mitigation and response in the multi-sectoral humanitarian response.

    Considering the increasing numbers of GBV SC members carrying out prevention activities and their demand for technical support, the GBV SC wants to engage in the development of harmonized and consistent awareness raising messages and dissemination approaches. This has been an ongoing priority and the GBV SC is seeking the support of an external consultant to finalize the process. 


    Global Communities and the WoS/Turkey hub GBV SC is seeking the services of a consultant with expertise in prevention and community engagement and experience in GBV in emergency programmes in conflict-affected areas, and in particular in GBV prevention, to develop a comprehensive community awareness raising package. 

    Under the supervision of the WoS/Turkey hub GBV Sub Cluster Co-lead and in coordination with the team of WoS GBV coordinators, the consultant will conduct an initial review of awareness raising material and methodologies available in the region; will engage GBV SC members in Turkey and the GBV coordinators in the WoS to identify needs, gaps and lessons learnt and will develop and/or adapt awareness raising material in a comprehensive package of tools to be used by GBV SC members in Syrian communities.


    The consultant will be required to undertake 1 trip mission of 5-8 days to Gaziantep, Turkey.

    The duration of the consultancy will be 30 days (feasibly in April 2018).



    • Propose a methodology and work plan for approval
    • Desk review of available awareness raising material developed and used in the Syria context
    • Conduct consultations with selected GBV SC members and build on the answers to a pre-submitted survey to better identify needs and gaps in terms of content and methodology. These will also be helpful to collect context specific lessons learnt, common challenges and best practices on GBV prevention
    • Conduct consultations with the GBV coordinators of the Whole of Syria (WoS) GBV Area of Responsibility (AOR)
    • Provide guidance on community testing and oversee the testing at least in one location
    • Develop and/or adapt awareness raising material in a comprehensive package of tools to guide GBV SC members in the implementation of community based GBV awareness. This package should include a curriculum of GBV related topics and other topics, such as, among others, types of GBV (with specific focus on domestic violence, sexual abuse, early marriage); encouragement to disclosure and to seek help and other identified topics. The package should include a number of different tools: 1) Facilitator’s guide; 2) Target messages for different audiences (including engaging men and boys); 3) 2/3 participatory methodologies on how to deliver each topic (dramas, group sessions, storytelling, scenarios, etc…); 4) Minimum messages that need to be shared; 5) Strategies to encourage participation; 6) Methodological differences for emergency awareness raising vs. structured awareness raising; 7) How to measure change in knowledge, attitudes and behavior; 8) Challenges/lessons learnt/how to respond to most common critiques


    • Consultancy Work-plan and timeline, in coordination with GBV SC coordinators
    • Brief reports of consultations with GBV SC members and WoS GBV AOR
    • Production of first draft of awareness raising package and revised final draft based on provided feedbacks

    Knowledge, Skills and Abilities

    • Excellent written communication skillsAbility to meet deadlines, work with a minimum of supervision, and deliver quality products is essential
    • Demonstrated experience of working in the Middle East and in the Syria crisis is highly desirable
    • Excellent interpersonal skills
    • Fluency and excellent writing skills in English
    • Knowledge of Arabic highly desirable


    • MA Degree in Gender Studies, International Relations, Human Rights, or a related field
    • At least 5 years of professional experience as a GBV Specialist working with I/NGOs and/or UN, including at least 3 years in humanitarian settings, particularly on GBV prevention
    • Experience in and/or knowledge of the Coordination Mechanism and the GBV AoR in particular
