    The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

    Global Communities is seeking a Chief of Party (COP) for the anticipated USAID-funded “Improving Governance in Haiti Initiative”. This program will strengthen national and local governments to effectively manage resources and services that respond to community priorities, improve inter-governmental coordination and citizen engagement in local governance, and build citizen confidence in institutions and decentralization.

    Responsibilities

    The Chief of Party is responsible for project activities and staff, technical leadership, and administrative oversight of the program. The Chief of Party will manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project and be the principal institutional liaison to USAID. The Chief of Party will serve as Global Communities representative to USAID, local governments and partners.

    • Manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project and be the principal institutional liaison to USAID;
    • Serve as Global Communities representative to USAID, local governments and partners.

    Qualifications

    • Master’s degree or higher in public policy, public administration, political science, law, international development, or in a closely related field is required;
    • Minimum 10 years of progressively responsible experience in managing donor-funded programs addressing improvement of government strengthening, capacity building, public administration, decentralization, government accountability, citizen participation, and/or other related areas;
    • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements preferred;
    • Demonstrated experience in adaptive management and proactively applying program learning;
    • Experience forging and strengthening relationships with government counterparts, local organizations, and other donor organizations required.
    • Experience in gender integration and social inclusion of women, youth, ethnic and religious minorities, and other marginalized communities.
    • English and French language required, fluency in Haitian Creole a plus; Experience in Haiti highly preferred.
