    The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

    Global Communities is seeking an experienced Chief of Party to lead an anticipated, USAID-funded Yemen Communities Stronger Together (YCST). This program will support local level initiatives that mitigate conflict, strengthen social cohesion, promote the peaceful resolution of differences, and, where feasible, capitalize on stabilization opportunities in Yemen through: 1) regular and actionable learning, small-scale community-based service delivery and conflict mitigation projects and 2) capacity building for local institutions and organizations to serve as neutral arbitrators and peace builders and meet community and constituent needs.


    This position is an unaccompanied post, and will be at least initially based in Aden with the possibility of later moving to Sana’a.


    The Chief of Party will be responsible for overall project management, providing overall leadership and strategic direction for the program, working directly with the USAID Yemen Mission to ensure that project goals are achieved.

    Specific responsibilities include, but are not limited to, the following:

    • Development and implementation of work plan, and oversight of operational budget and performance monitoring plans
    • Manage YCST staff to ensure that the program is achieving all deliverables Oversee project planning and implementation to ensure timely, high-quality submission of technical, performance, and financial reports.
    • Provide oversight of the project’s financial management and procurement systems to ensure they are in line with USAID regulations and Global Communities’ policies.
    • Identify and mitigate program risks and make key decisions and solve problems under tight deadlines while ensuring operational and program integrity.
    • Manage relationships with partners, stakeholders and authorities to ensure the quality and timeliness of project implementation.
    • Implement security protocols and provide leadership for any YCST security-related issues in close coordination with Global Communities Yemen Country Director.


    • Minimum of a Bachelor’s degree in a relevant field, such as public policy, public administration, or international development; advanced degree is desirable.
    • Chief of Party or senior leadership experience managing USAID programs greater than $20M; familiarity with USAID policies, procedures, and reporting requirements required.
    • Minimum of five years of senior leadership experience, primarily on USAID programs, progressively increasing experience designing, leading and implementing community development, civic engagement/civil society, public administration, or institutional capacity development programs.
    • Demonstrated experience in institutional capacity development and in working effectively with a broad range of counterparts, including local CSOs and local authorities/government officials
    • Experience leading and managing similar projects in complex and challenging security environments. Experience in Yemen is preferred.
    • Fluency in written and spoken English required; proficiency in written and spoken Arabic an added advantage.
