    The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

    Global Communities is seeking a Monitoring, Evaluation and Learning Advisor (MEL) for the anticipated USAID-funded “Improving Governance in Haiti Initiative”. This program will seeks strengthen national and local governments to effectively manage resources and services that respond to community priorities, improve inter-governmental coordination and citizen engagement in local governance, and build citizen confidence in institutions and decentralization.

    Responsibilities

    The Monitoring, Evaluation, and Learning Advisor (MEL) will monitor and evaluate the range of activities of the project.

    Primary Responsibilities:

    • Lead Program’s Collaborating, Learning and Adapting (CLA), including all aspects of monitoring and evaluation, data collection and interpret multiple data sources collected to inform program implementation.
    • Design and implement a robust results, PMEP, and knowledge management framework to aggregate and disseminate useful and actionable information based on sound evidence generated from activities.
    • Coordinate and manage monitoring and evaluation (M&E) tasks and deliverables for the project. Establish systems for gathering, reporting and analyzing performance data for impact and sustainability of project implementation.
    • Oversee data collection processes and data quality; develop documentation of best practices; and facilitate the use of data to drive program design and decision making;
    • Facilitate learning from M&E findings with implementation teams and other relevant stakeholders including building the capacity of the implementation partners responding to evaluation findings;
    • Provide technical assistance to state, local, and CSO partners as needed on monitoring and evaluation systems, capacity building, and assessments.

    Qualifications

    • BA in statistics, economics, social science or a related field, Master’s Degree preferred.
    • A minimum of 6 years of progressively responsible experience monitoring and evaluating complex donor-funded development programs, preferably including previous experience in Haiti; 
    • Demonstrated experience conducting and utilizing political economic analysis and use of USAID’s Collaboration, Learning and Adaptation (CLA) approach;
    • Experience identifying, selecting, and monitoring project performance across different dimensions, including citizen participation, service performance (such as using industry standard performance indicators pertinent to IGHI activities), and public perceptions;
    • Demonstrated experience implementing the full suite of monitoring activities, including reporting, site visits, pre-and post-surveys, verification studies, and other relevant techniques;
    • Written and spoken proficiency in English and French, with fluency in Haitian Créole preferred.
