    Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

    Global Communities seeks an experienced Small and Medium Enterprise (SME) Finance and related Policy Consultant to provide Government of Jordan policy and commercial bank procedures analyses and recommended changes to each based on comparison to international best practices. The purpose of this assignment is to strengthen the prospects for institutionalization of cash flow-based lending practices and an expansion of SME lending in Jordan.

    The consultant will report to the Chief of Party of the USAID Jordan Loan Guarantee Facility.

    We anticipate that the length of the assignment will be between 21 and 36 days, to commence in September 2018 and conclude in November 2018.

    Location of Assignment: Remote and Amman, Jordan.

    Responsibilities

     

    The Consultant will perform the following:

    • Conduct interviews with key personnel at commercial banks, the Central Bank of Jordan, and other relevant organizations in the SME ecosystem in Jordan
    • Perform an analysis of existing policies and regulations in Jordan and commercial bank procedures and compare them to international best practices
    • Identify priorities for policy development and coordination around new or revised policies
    • Develop a roadmap for policy change that will support increased SME lending
    • Phase 2, if time permits: Organize one or two workshops for CBJ, JLGC, and commercial bank staff (November 2018)

     

    The Consultant will be responsible for delivering the following:

    • Work plan for field assignment
    • Outline of findings and recommendations, next steps, preliminary list of information still needed, and timeline for completion of work to follow field assignment
    • Kingdom of Jordan SME Lending Policies and Procedures Analysis
    • Comparison of this to International Best Practices
    • Recommendations to Improve Policy and Procedures to Encourage More SME Lending

    Qualifications

    • University degree in international development, finance, or other relevant field. Masters’ degree preferred.
    • Minimum 10 years of experience working for or with financial sector regulators or central bank authorities, with significant exposure to business lending policy design and implementation.
    • Significant experience in SME finance, particularly in a commercial banking capacity.
    • Language requirement: Fluency in oral and written English is required; Arabic is considered a plus.
