Global Communities is seeking a Director of Finance & Administration (DFA) to join the Humanitarian Assistance team from its field office in Kyiv, Ukraine. The DFA will oversee an annual portfolio of approximately $20M USD in donor-funded programs. The portfolio includes a mix of humanitarian assistance, governance, economic development and localization and technical assistance delivered throughout Ukraine. The DFA is responsible for overseeing project finances, human resources, and administrative duties, as required. The DFA supervises the tracking, reporting and management of all financial aspects to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of financial reports. The DFA also oversees development and implementation of human resources policies and procedures that comply with local labor laws and regulations, recruitment processes, employee benefits programs, compliance with legal requirements related to employment practices, and provides guidance to staff on HR-related issues, such as performance management, employee relations, etc.

 

POSITION SUMMARY:

The DFA oversees an annual portfolio of approximately $20M USD in donor-funded programs. The portfolio includes a mix of humanitarian assistance, governance, economic development and localization and technical assistance delivered throughout Ukraine.

Responsibilities

Responsibility Area: Leadership, Management, Coordination

  • Grow and lead a high-performing team of finance, HR, and administration professionals, ensuring a department focused on a customer-service approach to functional support delivery.
  • Coordinate a team to provide oversight, training and mentoring to local staff and local partner organizations on effective and compliant financial management and human resources practices to support efficient delivery of humanitarian and development programming.
  • Provide leadership and mentorship to team members, fostering a culture of continuous learning and professional growth. Address any capacity issues through targeted training and coaching to enhance individual and team performance.
  • Ensure governing policies and best practices in Finance, HR and Administration are followed and adhered to and that the department coordinates well internally and with all other GC departments.
  • Support and strengthen country office procedures and policies as necessary for the effective management of records and ensuring compliance with internal and donor policies and procedures.
  • Ensure policies and procedures meet the needs of both emergency and development programming, adapting approaches as the context changes and Global Communities’ portfolio of response and recovery activities grows.

Responsibility Area: Financial Management

  • Manage the finance and accounting components of all programs in Ukraine country office portfolio, including projects funded by USAID, UN, EU, other various public and private funding sources.
  • Ensure consistency with Global Communities Field Finance and Accounting Manual (FFAM) and all procedures, policies, and accounting principles.
  • Lead the process for monitoring, managing, and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending.
  • Manage relationships with banking institutions; coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
  • Coordinate the review of all program-related procurements and expenditures to ensure allowability, allocability, and reasonableness and compliance with the FFAM and donor policies and procedures.
  • Monitor partners’ management of funds, financial reporting, advances, reimbursements, and cross check source documents.
  • Oversee monthly financial reporting and consult with Global Communities home office to resolve challenges and seize opportunities to achieve efficiencies.
  • Advise the Country Director and all project Team Leads (COP, Program Director) on financial health of their projects through the provision of regular and timely financial expenditure reports.
  • Oversee payroll procedures for national staff, including supervision and assigning duties of finance team, review of timesheet procedures, submission of reports to relevant local payroll processors, and administer payroll.
  • Ensure compliance with relevant Ukrainian laws, including oversight and filing of necessary taxes, coordinate with the GC Ukraine legal services provider together with the Country Director.
  • Maintain financial controls and procedures for the management of funds and subawards and contracts. Maintain financial files and support audits. 

Responsibility Area:  Human Resources and Administration

  • In close coordination with Global Communities People and Culture (P&C), develop and implement human resources policies and procedures that comply with Global Communities and local labor laws and regulations.
  • Manage a team of human resource and administrative staff and oversee recruitment processes including job postings, resume screening, interviewing candidates, reference checks, etc.
  • Manage employee benefits programs such as health insurance, retirement plans, etc.
  • Ensure compliance with all legal requirements related to employment practices.
  • Provide guidance to staff on HR-related issues such as performance management, employee relations, etc.

Other:

  • Undertake all other duties and projects as may be assigned.

Knowledge, Skills and Abilities

POSITION SPECIAL RESPONSIBILITIES:

 

  • This position is located full time in Kyiv, Ukraine. This position requires travel to and from conflict-affected areas.
  • Supervises a diverse team of Finance, HR, and Administration professionals.

Qualifications

  • Undergraduate degree in a related discipline and a minimum of six years of related work experience or a minimum of 10 years of related work experience.
  • Master’s degree preferred.
  • Certified Public Accountant (CPA) preferred.
  • Five years’ experience in a Director of Finance and Administration role or similar position on a USAID funded program overseeing finance, accounting, human resources, administration, and grants and contracts. International NGO or for-profit contractor experience is strongly preferred.
  • Evidence of strong budgeting, reporting, and organizational skills required.
  • Ability to set up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds.
  • In-depth knowledge/experience with USAID rules and regulations required; experience managing USAID grants and contracts required.
  • Awareness and understanding of relevant local laws, regulations and policies is required. 
  • Power BI experience desirable.
  • NetSuite experiences desirable.
  • Evidence of effective communication skills, both oral and written, in English; strong interpersonal and analytical skills.
  • Demonstrated management experience and problem-solving skills.
  • A passion for the mission and values of Global Communities.

Location and Work Schedule 

This selected candidate can be based in Ukraine. Candidates must be authorized to work in their preferred country without any restriction.

 

Salary and Compensation

The estimated salary for this position is between $83,427 - $118,884. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is eligible for allowances.
