The Ghana Health Program builds on Ghana’s health and development progress to date in advancing the delivery of integrated HIV health services for key and priority populations. S/he will collaborate with project team members and partners to provide feedback on data collection and indicators; analyze data reported from sub-grantees, and support quality assurance throughout the program. Under the leadership of the COP and DCOP, the MERL Director will also lead the adaptation management design and coordinate implementation required under this award to ensure adaptation measurements and course correction are put into place as required to change dynamics within the country and within the health sector. Background Information   Global Communities (GC) is prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD). GC is seeking a consultant to lead the development of the proposal’s MEL section. The consultant will be responsible for reviewing donor technical guidance, existing GC documentation, consulting closely with country-based staff and/or consultants, and supporting new inputs from formative work and project design, to develop submission ready products in line with the SOW below. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.     About the Consultancy   Scope of Work - Review and ensure familiarity with core USDA McGovern-Dole Technical and Proposal Guidance Documents, including: - USDA McGovern Dole Learning Agenda - USDA MGD Food Assistance Indicators and Definitions - USDA standard Results Framework for McGovern-Dole and LRP - Review USDA’s FY23 Results Framework - FY23 Monitoring Eval & Reporting guidance - RFP/NOFO for FY24 Proposals - Review key past GC MGD Proposals and technical documents and identify areas for updating and/or strengthening. Review summary of USDA feedback on GC’s former proposal submissions and MEL documents, including evaluation reports. - As needed and dependent on the target geographic area identified in the final solicitation, lead activities to update formative assessment to inform proposal design and targeting. Building on GC’s well-established experience as a McGovern-Dole prime implementer, the consultant will serve as the Budget Lead to develop a final submission-ready budget and budget narrative. GC seeks a consultant for up to a maximum of 40 days of effort to begin in December 2023, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.   Scope of Work - Lead the development of one budget package (budget spreadsheet, budget narrative, and any supporting documentation) for one application budget from the release of the solicitation to submission. This includes determining budget caps for cost categories, developing draft and final versions of detailed and summary budget spreadsheets and the budget narrative in line with NOFO guidelines and requirements. - Facilitated by the Sr. Manager, Cost & Pricing, lead budget reviews and incorporate comments and edits from reviewers into the budget and narrative. - Coordinate with the Sr. Manager Cost and Pricing on developing budget strategy for both submissions, if applicable. - Provide the Sr. Manager cost and pricing with inputs needed to ensure both submissions reflect similar costs and pricing strategies, if applicable. The USAID/Guatemala/Governance for Local Development Project is anticipated to promote sustainable local development, support the provision of decentralized and deconcentrated public services, and facilitate public investments at local levels. Provide effective and timely responses to inquiries and concerns.  - Foster good working relationships with other agencies working on similar or complimentary projects, maximizing visibility and learning.  - Be the principal point of contact with other agencies and individuals working on related projects and activities.  - Ensure that lessons learned are disseminated and applied.  - Liaise with GC colleagues to coordinate the inputs of gender and inclusion, monitoring and evaluation and other advisory inputs to provide cross-cutting support.      Qualifications:  - Master’s degree (or equivalent) in a discipline related to international developmentor other relevant technical area with a minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to anti-corruption and/or governance; or,  - Bachelor’s degree in a discipline related to international development or other relevant technical area with a minimum of 12years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to anti-corruption and/orgovernance.  - Five (5) years’ experience as Chief of Party, senior management position, or equivalent, leading implementation of large international donor programs particularly related to governance, civic engagement, civil society strengthening, or related subjects; experience with positive youth and women empowerment and engagement is preferred.    - Significant experience in technical areas such as local governance, decentralization, local capacity strengthening, citizen participation, fiscal transparency, anti-corruption,media capacity strengthening, social cohesion, private sector engagement, and/or economic development.   - Experience in Guatemala.   - Proven experience in a leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.International NGO or for-profit contractor experience is strongly preferred.  - High level of interpersonal, technical, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.   - Demonstrated knowledge and application of relevant USAID policies and strategies preferred, including USAID’s Democracy, Human Rights, and Government Strategy; Gender Equality and Female Empowerment Policy; Youth in Development Policy; Collaborating, Learning, and Adapting Framework; and localization/locally led development.  - Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.  - Knowledge/experience with USAID rules and regulations preferred.  - Demonstrated experience and understanding of relevant local laws, regulations and policies is required.    - Management/supervisory experience is required.  - Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.   - Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.  - Languages: Full Professional Proficiency in spoken and written Spanish.
