Please Note: This position is under a recently awarded program and will start as soon as possible.     The Senior Monitoring, Evaluation and Learning Specialist (SMELS)will be a part of the recently awarded USAID West Bank/Gaza Improve Livelihoods and Enhance Economic Development (ILEED) program. This five-year, $60 million program focuses on promoting resilient livelihoods in Gaza and gives households the tools they need to cope with recurrent crises. The activity builds upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus is on adapting to climate change through livelihood development.     The Senior MEL Specialist will lead the design and oversight of the project Monitoring, Evaluation and Learning, Collaboration, Learning and Adaption (CLA), Communications and Reporting activities. This position will be responsible for the leadership, oversight and management of all efforts related to performance monitoring, internal evaluation, learning, and oversight of activities associated with the external evaluation managed by USAID. These partnerships are a foundational part of our commitment to increasing quality of life and economic opportunities for the Palestinian people. Our work has included emergency response, as well as developing infrastructure, improving the environment, and expanding economic opportunity and job creation. In addition to connecting families with necessities in times of crisis, our programs also take the long view, working to build a sustainable long-term mortgage market and encourage homeownership, and investing in the extraordinary potential of Palestinian youth.   In Palestine, Global Communities advises the World Bank on institutionalizing civic engagement in water sector management and helped establish a national youth organization focused on voluntarism, democracy, and good governance. Following an escalation in conflict between Israel and Hamas, Global Communities has been supporting the needs of the population in Gaza with funding from private sector entities in Palestine and the region, and pivoting funding from USAID activities to address the protection, shelter, and WASH needs of Palestinians.   To support these efforts, Global Communities seeks a Team Lead that will 1) lead the set-up of new GC activities in Gaza, 2) Step in as interim Chief of Party for designated programs, and 3) support new business development efforts. They will report to the Country Director and work closely with the in-country and HQ teams. The Team Lead will manage any other team members as needed. They will be responsible for providing leadership and management oversight of assigned programs and/or activities, ensure GC’s strong external representation, and ensure the set-up of appropriate management, programmatic and support services. operational structures. With the support of resources developed by GC, the Team Lead along with other deployed team members, will take an intentional, pragmatic approach to capacity building and mentoring existing in-country team members and new hires in humanitarian response. They may also be asked to step in other acting roles while additional staff are identified or to support coverage during R&R, and will ensure a strong handover process on departure.   The position is expected to be for six months, with the possibility of extension. The position will be initially based in the West Bank with intention for travel/work in Gaza if possible.

Background Information   Global Communities (GC) is prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD). GC is seeking a consultant to lead the development of the proposal’s MEL section. The consultant will be responsible for reviewing donor technical guidance, existing GC documentation, consulting closely with country-based staff and/or consultants, and supporting new inputs from formative work and project design, to develop submission ready products in line with the SOW below. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.     About the Consultancy   Scope of Work - Review and ensure familiarity with core USDA McGovern-Dole Technical and Proposal Guidance Documents, including: - USDA McGovern Dole Learning Agenda - USDA MGD Food Assistance Indicators and Definitions - USDA standard Results Framework for McGovern-Dole and LRP - Review USDA’s FY23 Results Framework - FY23 Monitoring Eval & Reporting guidance - RFP/NOFO for FY24 Proposals - Review key past GC MGD Proposals and technical documents and identify areas for updating and/or strengthening. Background Information Global Communities (GC) is intending to prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD) in Fiscal Year 2024.   About the Consultancy GC is seeking a consultant to lead the development of one application budget and contribute to harmonizing the pricing strategy and budget process in the event of multiple applications. Building on GC’s well-established experience as a McGovern-Dole prime implementer, the consultant will serve as the Budget Lead to develop a final submission-ready budget and budget narrative. GC seeks a consultant for up to a maximum of 40 days of effort to begin in December 2023, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.   Scope of Work - Lead the development of one budget package (budget spreadsheet, budget narrative, and any supporting documentation) for one application budget from the release of the solicitation to submission. This includes determining budget caps for cost categories, developing draft and final versions of detailed and summary budget spreadsheets and the budget narrative in line with NOFO guidelines and requirements. - Facilitated by the Sr. Manager, Cost & Pricing, lead budget reviews and incorporate comments and edits from reviewers into the budget and narrative. - Coordinate with the Sr. Manager Cost and Pricing on developing budget strategy for both submissions, if applicable. - Provide the Sr. Manager cost and pricing with inputs needed to ensure both submissions reflect similar costs and pricing strategies, if applicable. Deadline: March 22nd, 2024     Background Information Global Communities, an international development nonprofit with over 60 years of expertise in community and economic development, is prepared to design and conduct a participatory community assessment in the Ramos Arizpe area in partnership with local community members and academic institutions. Global Communities is seeking a consultant to serve as a community liaison for the assessment in Ramos Arizpe, Mexico funded by the John Deere Foundation. Global Communities will design and conduct the six-month assessment aimed at understanding the root causes of childcare gaps and the implications it has a labor force participation for John Deere employees and the community at large, with the end goal of identifying proposed solutions to address the identified barriers to access.   The goal of the community assessment is to develop a deep understanding of the assets, opportunities, and gaps existing in the Childcare services in Ramos Arizpe region. The community assessment will provide a comprehensive overview about Childcare services offered in the area, giving voice for employees, local government and civil society leaders and will serve as the basis for recommendations for John Deere by aligning with the needs and opportunities identified within the assessment and by the community itself.   About the Consultancy Global Communities will take an iterative-based approach that will allow for stakeholder feedback at several key points.  Working closely with GC HQ based technical team, the community liaison will support with identifying key community stakeholders and setting up interviews and focus group discussions to enable us to develop a better understanding on community perspectives on the issue of childcare.  The assessment will engage three primary stakeholder groups to determine, assess and understand alignment of interests, priorities and services (provisioning and gaps).    The Assessment team will use a participatory community asset mapping with key stakeholders, including John Deere selected employees, community leaders, childcare service providers and other community members to identify and document existing resources and strengths in childcare services within the community.   Following the initial consultations, community mapping and group discussions, the assessment will employ two surveys for JD employees as well as community members. The goal of these surveys will be to provide a more quantifiable analysis of employee and communities experiences and perceptions as it relates to childcare availability and accessibility as well as potential solutions. Finally, Using the results of the community mapping exercise, Global Communities will lead in-depth qualitative analysis of asset availability, quality, accessibility, and utilization to identify current opportunities and challenges within each of these areas. Focus groups, key informant interviews, and other participatory methods may be utilized to collect additional data. Global Communities will use a combination of desk and field research to collect, process and analyze data to inform preliminary findings and recommendations and then synthesize the findings of the assessment into a final report.   The assessment will be guided by the following overarching research questions: - To what extent are childcare providers and services available and accessible within the community of Arizpe and to what degree do these services meet the needs and preferences expressed by John Deere families and the larger community? - What are the major barriers for families and childcare providers in terms of providing affordable, accessible, and high-quality childcare services? - What opportunities, including community-based solutions and existing resources, exist to support the expansion and strengthening of the childcare system/providers to better meet the community’s needs and preferences?   Scope of Work Given that Global Communities does not have physical presence in Ramos Arizpe, Mexico, we will need to hire a local community liaison who will serve as our on-the-ground representative He/she will be an integral member of and communicate regularly with the Global Communities HQ-based technical team and local focal point at John Deere local Ramos Arizpe Branch. Specifically, he/she will be responsible for the following:   - Identify individuals and appropriate points of contact for community stakeholder groups; - Perform initial outreach to identified individuals and points of contact and provide them with information on the community needs assessment objectives and Global Communities’ approach; - Develop a comprehensive understanding of the needs of the community through ongoing, active listening and engagement with stakeholders; - Provide feedback of online survey and key informant interview questions by providing perspective on local context; - Support administration of online survey for community and institutional stakeholders by tracking responses and following up with individuals to encourage responses; - Arrange interviews with key community stakeholders including but not limited to childcare providers, community leaders, municipal representatives and local subject matter experts; - Participate in interviews by taking notes and helping transcribe recordings; - Conduct desk research on childcare issues at national, municipal and community level - Review the draft report for accuracy with interviews and surveys; - Maintain and update aspects of Assessment workplan in coordination with Global Communities HQ Technical team; - Keep Global Communities informed of any changes on the ground. Global Communities diseñará y llevará a cabo la evaluación de seis meses destinada a comprender las causas fundamentales de las deficiencias en el cuidado de los niños y las implicaciones que tiene en la participación de la fuerza laboral para los empleados de John Deere y la comunidad en general, con el objetivo final de identificar las soluciones propuestas para abordar las barreras identificadas para el acceso.   El objetivo de la evaluación de la comunidad es desarrollar una comprensión profunda de los activos, oportunidades y brechas existentes en los servicios de cuidado infantil en la región de Ramos Arizpe. El diagnóstico comunitario proporcionará una visión integral sobre los servicios de guardería que se ofrecen en la zona, dando voz a los empleados, el gobierno local y los líderes de la sociedad civil y servirá como base de recomendaciones para John Deere, alineándose con las necesidades y oportunidades identificadas en el diagnóstico y por la propia comunidad.   Enfoque de la evaluación Global Communities adoptará un enfoque iterativo que permitirá obtener información en varios puntos clave de todos los interesados.  En estrecha colaboración con el equipo técnico de la sede central de Global Communities, el coordinador comunitario ayudará en identificar todos los interesados más importantes de la comunidad, y coordinar entrevistas y grupos de discusión que nos permitan comprender mejor las perspectivas de la comunidad sobre la cuestión del cuidado de los niños.  La evaluación contará con la participación de tres grupos principales de todos los interesados para determinar, evaluar y comprender la coincidencia de intereses, prioridades y servicios (oferta y carencias).  El equipo de evaluación utilizará un mapeo participativo de los activos de la comunidad con todos los interesados más importantes, incluyendo los empleados seleccionados de John Deere, los líderes de la comunidad, los proveedores de servicios de cuidado de niños y otros miembros de la comunidad para identificar y documentar los recursos existentes y los puntos fuertes en los servicios de cuidado de niños dentro de la comunidad. Tras las consultas iniciales, el mapeo de la comunidad y los debates en grupo, la evaluación empleará dos encuestas para los empleados de JD y los miembros de la comunidad. El objetivo de estas encuestas será proporcionar un análisis más cuantificable de las experiencias y percepciones de los empleados y las comunidades en relación con la disponibilidad y accesibilidad de las guarderías, así como posibles soluciones. Por último, utilizando los resultados del ejercicio de mapeo de la comunidad, Global Communities llevará a cabo un análisis cualitativo en profundidad de la disponibilidad, calidad, accesibilidad y utilización de los activos para identificar las oportunidades y retos actuales en cada una de estas áreas. Se podrán utilizar grupos de discusión, entrevistas a informantes clave y otros métodos participativos para recopilar datos adicionales. Global Communities utilizará una combinación de investigación de campo y documental para recopilar, procesar y analizar datos que sirvan de base a los hallazgos y recomendaciones preliminares, y después, sintetizar las conclusiones de la evaluación en un informe final.   La evaluación se guiará por las siguientes preguntas generales de investigación: - ¿En qué medida hay proveedores y servicios de guardería disponibles y accesibles en la comunidad de Arizpe? ¿En qué medida estos servicios satisfacen las necesidades y preferencias expresadas por las familias de John Deere y la comunidad en general? - ¿Cuáles son los obstáculos principales que enfrentan las familias y los proveedores de servicios de guardería a la hora de ofrecer servicios económicos, accesibles y de alta calidad? - ¿Qué oportunidades, incluyendo soluciones basadas en la comunidad y recursos existentes, existen para apoyar la expansión y el fortalecimiento del sistema/proveedores de cuidado de niños para satisfacer mejor las necesidades y preferencias de la comunidad?   Alcance del trabajo: Dado que Global Communities no tiene presencia física en Ramos Arizpe, México, necesitaremos contratar a un coordinador comunitario local que servirá como nuestro representante en el terreno. Él / ella se comunicará regularmente y será un miembro integral del equipo técnico basado en la sede central y el centro de coordinación local en la sucursal de John Deere ubicado en Ramos Arizpe. Específicamente, él/ella será responsable de lo siguiente: - Identificar a las personas y los puntos de contacto apropiados para los grupos interesados de la comunidad; - Llevar a cabo un acercamiento inicial con las personas y puntos de contacto identificados para proporcionarles información sobre el método de Global Communities y los objetivos de la evaluación de las necesidades de la comunidad; - Desarrollar una comprensión integral de las necesidades de la comunidad a través de la escucha activa y el compromiso con todos los interesados; - Proporcionar retroalimentación a las encuestas por Internet y a las preguntas de entrevista que se le proporcionan a los informantes clave, aportando una perspectiva sobre el contexto local; - Apoyar la administración de las encuestas por Internet para todos los interesados de la comunidad e instituciones, haciendo un seguimiento de las respuestas y poniéndose en contacto con las personas para animarlas a responder; - Concertar entrevistas con todos los interesados más importantes de la comunidad, incluyendo entre otros, proveedores de servicios de guardería, líderes comunitarios, representantes municipales y expertos locales en la materia; - Participar en las entrevistas tomando notas y ayudar a transcribir las grabaciones; - Llevar a cabo una investigación documental sobre cuestiones relacionadas con el cuidado de los niños a escala nacional, municipal y comunitaria. - Revisar el borrador del informe para comprobar su exactitud con entrevistas y encuestas; - Mantener y actualizar los aspectos del plan de trabajo de la evaluación en coordinación con el equipo técnico de la sede central de Global Communities; - Mantener informado a Global Communities de cualquier cambio en el campo. Nivel estimado de esfuerzo: 8-10 días al mes durante 5 meses (est. 20/hrs por semana de media) El consultor recibirá una remuneración basada en una tarifa diaria competitiva Fecha prevista de inicio: 30 de marzo del 2024   Requisitos: - Residente de Ramos Arizpe, México o alrededores con profundo conocimiento de la comunidad y fuerte red comunitaria. - Excelentes aptitudes administrativas y de gestión. - Se requiere experiencia en Monitoreo y Evaluación, y con una alta preferencia en la realización de evaluaciones con métodos mixtos y/o en la recopilación de datos cualitativos (entrevistas a informantes clave, debates en grupos de discusión). - Se prefiere con el conocimiento del entorno de cuidado de niños en México. - Titulación universitaria o combinación equivalente de formación y experiencia. - Excelente pensamiento crítico y capacidad de organización. - Excelente habilidad de comunicación verbal y escrita. - Excelentes habilidades interpersonales y de escucha. - Español nativo, preferible dominio profesional del inglés.   Entregables: - Conexiones establecidas con entidades y personas locales para apoyar la recopilación de datos; - Entrevistas a informadores clave programadas con expertos en la materia y entidades locales ; - En coordinación con el centro de coordinación local de John Deere y el equipo técnico de la sede central de Global Communities, ayudar a apoyar con la entrega de herramientas de encuesta a la población objetivo en Ramos Arizpe. - Organizar la logística y programar los debates de los grupos focales con los miembros de la comunidad destinataria. - Comentarios y retroalimentación por escrito sobre el diseño de las herramientas de recopilación de datos y las encuestas; - Apoyo en la facilitación de entrevistas y grupos de discusión, según sea necesario. - Comentarios por escrito sobre el análisis de datos; - Comentarios por escrito sobre el informe final - Otras actividades asignadas por el punto focal del proyecto en la sede central de Global Communities, según sea necesario.

The Food for Progress Program helps developing countries and emerging democracies modernize and strengthen their agricultural sectors. U.S. agricultural commodities donated to recipient countries are sold on the local market and the proceeds are used to support agricultural, economic, or infrastructure development programs. Food for Progress has two principal objectives: to improve agricultural productivity and to expand trade in agricultural products.Past Food for Progress projects have trained farmers in animal and plant health, helped improve farming methods, developed road and utility systems, established producer cooperatives, provided microcredit, and developed agricultural value chains. Program participants have included private voluntary organizations, foreign governments, universities, and intergovernmental organizations.     The COP will lead and oversee the overall implementation of the program, including technical strategy, attaining targeted project deliverables, financial and operational leadership, and human resources.  The COP is responsible for overall program implementation, strategic vision, and outcome achievement.  The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project. The COP will be responsible for communications with USDA, for publicly representing the project, and for liaising with Government entities and other institutions/stakeholders.

The Director, Information Security Director provides strong and clear guidance, advice, and recommendations to the Chief Information Officer and other key Global Communities’ staff on risk management, digital protection, and cyber security. S/he actively contributes to the development and implementation of a comprehensive information security strategy, including ongoing collaboration with data protection counsel.
