The Programs Director oversees programming strategy development, daily program operations, coordination, and representation for a multi-sectoral humanitarian program for whole of Syria delivering relief items, providing shelter support, WASH, protection programming and food security activities and supporting community protection and resilience. The Program Director is responsible for the management of staff and programs in Syria and Turkey. The Program Director ensures accountable and compliant implementation and revises the implementation and program approach standard operating procedures as needed.

The Officer serves on the business development and proposal teams in various capacities as required, including providing administrative support to the proposal process, assisting in the coordination of the proposal process, writing sections of proposal narratives and annexes, managing the finalization and submission of proposals, and essential knowledge and information management duties. The Officer may participate in the recruitment process for certain proposals, including preparing job descriptions and liaising with the People & Culture department. The Officer also conducts research and analysis on humanitarian conditions in specific contexts to support proposal development, department fact sheets and other internal and external communications materials. This position will serve as the main representative for all humanitarian programming by engaging in humanitarian advocacy, fostering opportunities for new business development, and providing the strategic vision and leadership for the organization in country. This will include collaborating closely with the Global Communities Chief of Party to ensure a portfolio-wide approach across both humanitarian and development programming and ensuring synergies between SD and HA programming are fostered and used to the advantage of supporting communities in need. The Country Director will oversee and integrated whole-of-country portfolio in Ukraine, including overseeing the humanitarian and development programs in country   The Country Director provides in-country representation for current humanitarian initiatives and support to recovery and development projects in collaboration with the Chief of Party. The Country Director is based in Ukraine and reports to the Sr. Regional Director for the Middle East, Europe and Asia.

Background Information Global Communities (GC) is intending to prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD) in Fiscal Year 2024.   About the Consultancy GC is seeking a consultant to lead the development of one application budget and contribute to harmonizing the pricing strategy and budget process in the event of multiple applications. Building on GC’s well-established experience as a McGovern-Dole prime implementer, the consultant will serve as the Budget Lead to develop a final submission-ready budget and budget narrative. GC seeks a consultant for up to a maximum of 40 days of effort to begin in December 2023, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.   Scope of Work - Lead the development of one budget package (budget spreadsheet, budget narrative, and any supporting documentation) for one application budget from the release of the solicitation to submission. This includes determining budget caps for cost categories, developing draft and final versions of detailed and summary budget spreadsheets and the budget narrative in line with NOFO guidelines and requirements. - Facilitated by the Sr. Manager, Cost & Pricing, lead budget reviews and incorporate comments and edits from reviewers into the budget and narrative. - Coordinate with the Sr. Manager Cost and Pricing on developing budget strategy for both submissions, if applicable. - Provide the Sr. Manager cost and pricing with inputs needed to ensure both submissions reflect similar costs and pricing strategies, if applicable. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.     About the Consultancy   Scope of Work - Review and ensure familiarity with core USDA McGovern-Dole Technical and Proposal Guidance Documents, including: - USDA McGovern Dole Learning Agenda - USDA MGD Food Assistance Indicators and Definitions - USDA standard Results Framework for McGovern-Dole and LRP - Review USDA’s FY23 Results Framework - FY23 Monitoring Eval & Reporting guidance - RFP/NOFO for FY24 Proposals - Review key past GC MGD Proposals and technical documents and identify areas for updating and/or strengthening. The consultant will review existing project documents and will conduct interviews with key Global Communities project staff. Review findings will be incorporated in a final product report that will include: projects overviews, differences and similarities in approaches and implementations, lessons learned, best practices and recommendations for the implementation of Women Empowered under emergency programs based upon findings. Women Empowered (WE) is a GC global initiative dedicated to the social and economic empowerment of women through the formation of self-managed and self-sustaining savings groups. WE groups are formed based upon proven savings group methodologies which bring 15-25 members together to save money, develop financial literacy, make loans to one another, and invest in income-generating activities. Beyond that, WE groups support women’s empowerment by building skills and capacities; providing leadership experience to build self-esteem and self-efficacy; increasing access to information and resources; and promoting collective action and community organizing. WE groups become a platform for members to raise awareness on important topics and act collectively to improve their lives and communities. The WE Methodology includes a core set of required savings groups modules along with additional components that are included depending upon the goals and timeframe of a given project. Under some emergency programs in Guatemala additional components implemented have included the P.A.C.E. (Personal Advancement and Career Enhancement) Life Skills curriculum, as well as training on basic business skills. The projects included in this review include: Project Cambray (2015, Guatemala City), Project Fuego Response (2018, Escuintla and Alotenango), ACCION II (2017-2018, Huehuetenango), ANIMO (2019-2020, Huehuetenango), SIGAMOS (2020-2021, Huehuetenango), PARADELANTE (2021-2022, Huehuetenango). PODEMOS (2022-2023 Huehuetenango), and PODEMOS MAS (Huehuetenango, 2023-2024).   About the Consultancy Under the direction of the Global Communities Global Technical Advisor for Women’s Empowerment and Savings groups and the Global Communities MELI Technical Advisor, the consultant will be responsible for conducting a review and analysis of the implementation of the Women Empowered initiative in the emergency response programs from 2015 to 2024 (as mentioned above). The objective of the review and analysis is to document the implementation, evolution, growth, and integration of the WE methodology under the various emergency projects in Guatemala, as well as to identify lessons learned, best practices and recommendations for the implementation of Women Empowered under emergency response projects.
