The Officer serves on the business development and proposal teams in various capacities as required, including providing administrative support to the proposal process, assisting in the coordination of the proposal process, writing sections of proposal narratives and annexes, managing the finalization and submission of proposals, and essential knowledge and information management duties. The Officer may participate in the recruitment process for certain proposals, including preparing job descriptions and liaising with the People & Culture department. The Officer also conducts research and analysis on humanitarian conditions in specific contexts to support proposal development, department fact sheets and other internal and external communications materials. We support communities at the forefront of their own development in more than 35 countries, partnering with local leaders, governments, civil society and the private sector to achieve a shared vision of a more just, prosperous and equitable global community. We work with government, non-government, private sector, and community stakeholders to promote transparency, foster accountability, and access the channels they need to make their voices heard, promote change, and realize their full potential.       Global Communities is seeking a Chief of Party (COP) for the anticipated USAID/Guatemala/Governance for Local Development Project. The USAID/Guatemala/Governance for Local Development Project is anticipated to promote sustainable local development, support the provision of decentralized and deconcentrated public services, and facilitate public investments at local levels. The COP will lead and oversee the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources.We are looking for passionate, dedicated professionals to help us build the world we envision: one of expanded opportunity, where crises give way to resilience and all people thrive.      Responsibilities:  The COPis responsible foroverall program implementation, strategic vision, and outcome achievement.  The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project.  S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the COP will be responsible for communications with USAID, for publicly representing the project, and for liaising with government and other institutions/stakeholders on issues related to governance, anti-corruption, and project activities.     Specific responsibilities include the following:  - Provide program leadership, direction, and supervision, including oversight and coordinationof staff, consultants,and partners, monitoring and evaluation, and program implementation.  - Ensure implementation of technical interventions, resulting in concrete and specific outcomes. Technical interventions may fall under the following categories:local governance, decentralization, local capacity strengthening, citizen participation, fiscal transparency, anti-corruption, media capacity strengthening, social cohesion, private sector engagement, and/or economic development and job creation  - Lead regular work plan, budget, and implementation reviews to facilitate the cost-effective and timely achievement of contract deliverables.   - Manage team members, including highly specialized technical staff, to deliver against the annual workplan.  - Ensure project activities maximize impact and are completed in compliance with Global Communities,USAID rules and regulations, local laws, and donor agreement requirements.   - Lead in adaptive management, achieving peak performance and facilitate innovation.   - Wherever possible, identify opportunities to engage partners and create growth, and connect actors to find mutual opportunity and benefit.   - Oversee the production and submission of timely activity and financial reports to USAID, effectively and accurately communicating project progress, achievements, challenges, and utilization of funds.    - Meet program targets, as well as fiscal integrity of the use of program funds.  - Ensure establishment and maintenance of systems for project operations.  - Act as primary point of contact with USAID, government counterparts, and other critical in-country stakeholders.  - Provide inputs and quality control for written reports and oral presentations on the program.  - Represent Global Communities and overall program interests as necessary and appropriate.  - Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.  - Foster good working relationships with other agencies working on similar or complimentary projects, maximizing visibility and learning.  - Be the principal point of contact with other agencies and individuals working on related projects and activities.  - Ensure that lessons learned are disseminated and applied.  - Liaise with GC colleagues to coordinate the inputs of gender and inclusion, monitoring and evaluation and other advisory inputs to provide cross-cutting support.      Qualifications:  - Master’s degree (or equivalent) in a discipline related to international developmentor other relevant technical area with a minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to anti-corruption and/or governance; or,  - Bachelor’s degree in a discipline related to international development or other relevant technical area with a minimum of 12years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to anti-corruption and/orgovernance.  - Five (5) years’ experience as Chief of Party, senior management position, or equivalent, leading implementation of large international donor programs particularly related to governance, civic engagement, civil society strengthening, or related subjects; experience with positive youth and women empowerment and engagement is preferred.    - Significant experience in technical areas such as local governance, decentralization, local capacity strengthening, citizen participation, fiscal transparency, anti-corruption,media capacity strengthening, social cohesion, private sector engagement, and/or economic development.   - Experience in Guatemala.   - Proven experience in a leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.International NGO or for-profit contractor experience is strongly preferred.  - High level of interpersonal, technical, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.   - Demonstrated knowledge and application of relevant USAID policies and strategies preferred, including USAID’s Democracy, Human Rights, and Government Strategy; Gender Equality and Female Empowerment Policy; Youth in Development Policy; Collaborating, Learning, and Adapting Framework; and localization/locally led development.  - Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.  - Knowledge/experience with USAID rules and regulations preferred.  - Demonstrated experience and understanding of relevant local laws, regulations and policies is required.    - Management/supervisory experience is required.  - Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.   - Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.  - Languages: Full Professional Proficiency in spoken and written Spanish. This five-year program seeks to increase HIV case finding and linkage to care and treatment - including viral load suppression, in geographic focus areas of Ghana. The Ghana Health Program builds on Ghana’s health and development progress to date in advancing the delivery of integrated HIV health services for key and priority populations. Technical assistance and service delivery activities will build the capacity, sustainability, and resilience of local institutions and regional health directorates. USAID envisions assistance under this program will significantly contribute to Ghana’s progress outlined in national strategies addressing integration of HIV health service delivery.   The MERL Director will lead the design and oversight of the project MERL and Collaboration, Learning and Adaption (CLA) activities. The MERL Director will lead a team to develop and maintain systems to collect data and lead analysis to produce information on inputs, outputs, outcomes and impact of the program. S/he will collaborate with project team members and partners to provide feedback on data collection and indicators; analyze data reported from sub-grantees, and support quality assurance throughout the program. Under the leadership of the COP and DCOP, the MERL Director will also lead the adaptation management design and coordinate implementation required under this award to ensure adaptation measurements and course correction are put into place as required to change dynamics within the country and within the health sector. This includes the appropriate framework(s), architecture, internal/external threat prevention and information security operations. S/he oversees the development, implementation and enforcement of information security policies, standards, and procedures.   The Director, Information Security ensures all information systems are functioning in accordance with established security policies and procedures. S/he oversees IT risk evaluations, audits, and security incident investigations. The Director, Information Security Director provides strong and clear guidance, advice, and recommendations to the Chief Information Officer and other key Global Communities’ staff on risk management, digital protection, and cyber security. S/he actively contributes to the development and implementation of a comprehensive information security strategy, including ongoing collaboration with data protection counsel.

We support communities at the forefront of their own development in more than 35 countries, partnering with local leaders, governments, civil society and the private sector to achieve a shared vision of a more just, prosperous and equitable global community.    The primary responsibility of the Senior Program Officer is to coordinate and provide program management and backstopping support to a portfolio of assigned projects within the Africa region.  The Senior Program Officer provides direct support across the project life cycle from start-up and implementation to close-out and is the primary point of contact for project information, status, performance, donor requirements, and communication. The Senior Program Officer’s portfolio typically includes projects of significant size, complexity, and/or with higher strategic or risk profiles within the region.  The Senior Program Officer assists the Senior Regional Manager on country operations support, data analysis and internal reporting to management.  The Senior Program Officer also provides mentorship and coaching to develop the capacity of Program Officers and Program Associates. The Senior Program Officer’s country and project portfolio will be determined based on regional needs and priorities and may shift from time to time based on the evolving nature of the regional program portfolio.

The key objective of the McGovern-Dole Program is to reduce hunger and improve literacy and primary education, especially for girls. By providing school meals, teacher training and related support, McGovern-Dole projects help boost school enrollment and academic performance. At the same time, the program also focuses on improving children’s health and learning capacity before they enter school by offering nutrition programs for pregnant and nursing women, infants and pre-schoolers. For over 21 years Global Communities has been a trusted USDA McGovern-Dole implementing partner with active programs in Central America and Africa.    The COP will lead and oversee the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources.  The COP is responsible for overall program implementation, strategic vision, and outcome achievement.  TheCOP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project.  The COP will be responsible for communications withUSDA, for publicly representing the project, and for liaising with Government entities and other institutions/stakeholders.

The key objective of the McGovern-Dole Program is to reduce hunger and improve literacy and primary education, especially for girls. At the same time, the program also focuses on improving children’s health and learning capacity before they enter school by offering nutrition programs for pregnant and nursing women, infants and pre-schoolers.  For over 21 years Global Communities has been a trusted USDA McGovern-Dole implementing partner with active programs in Central America and Africa.    Under the direction of the Chief of Party, the DCOPwill provide strong project management and operational support in the implementation of the project.We are looking for passionate, dedicated professionals to help us build the world we envision: one of expanded opportunity, where crises give way to resilience and all people thrive.      Responsibilities:  The responsibilities include, but are not limited to, the following:    Project Management - Oversee administrative, finance, and operations functions, including human resources, accounting and financial reporting, procurement, and information technology.  - Lead the development and management of the program activity budget.  - Ensure technical program team is fully informed of and remain compliant to HR, operations, and procurement policies and procedures.  - Ensure all program approaches have accompanying metrics to assess cost and benefits for each model implemented  - Conduct regular site visits to observe project progress, supervise data quality assessments and obtain feedback from participants and stakeholders.  - Use principles of adaptive management anddata-driven continuous improvement processes anddevelopappropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.  - Build and maintaina sense of shared ownership and unified team effort among staff and local and international partners, as well as strong working relationships with key internal and external stakeholders within the Salvadoran Government at all levels;informal and civil society leaders and advocacy groups; project participants, subcontractors, suppliers, and partners.  - Work with senior staff to ensure that financial reports to USDAeffectively and accurately communicate project progress, achievements, challenges, and utilization of funds.    Representation  - Assume the position of Chief of Party role when the COP is not available.  - Represent Global Communities and the project at meetings with multiple local stakeholders (other NGOs, government officials, private sector institutions, etc.) as needed and necessary.  - Ensure accurate and appropriate program information is shared with partners.  - Promote Global Communities’ values and ensuring that all project staff demonstrate these values.      Innovation & Program Quality   - Identify innovation opportunities to leverage technology to increase impact and reduce costs of project activities.  - Working with the Technical Specialists, supports development of program quality initiatives and manages their implementation.  - Working with the Chief of Party, technical specialist, and operations staff continuously identify ways to improve coordination, efficiencies and cost effectiveness of program implementation.    Qualifications:  - Master’s degree (or equivalent) in a relevant field with a minimum of 8 years of experience managingmulti-sectoral projects with increasing responsibilities and duties, and/or providing relevant technical expertise to such projects; or,  - Bachelor’s degree in a relevant fieldwith a minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties, and/or providing relevant technical expertise to such projects.  - Experience in El Salvador required.  - Proven experience in a leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, supervision, and budgeting strongly preferred.   - Demonstrated skills in program management processes, tools and approaches, including continuous improvement processes and utilizing data for decision making.  - Experience working with officials in the government sector is strongly preferred.   - Knowledge/Experience with USDA rules and regulations strongly preferred.   - Demonstrated ability to understand and comply withrelevant local laws, regulations and policies is required.    - Strong understanding of the local context in El Salvador.    - Excellent representation and relationship management skills with government officials, donor entities, partner organizations, and civil society organizations.  - Fluency in Spanish (spoken and written)  - English proficiency (spoken and written) is preferred  - A passion for the mission and values of Global Communities.      Global Communities positively welcomes and seeks applications from all sections of society.  We are committed to a work environment that respects the dignity and worth of everyone and offers equal opportunity.  All qualified applicants will receive consideration for employment.  Global Communities holds strict safeguarding principles and has a zero-tolerance policy for conduct of sexual exploitation, abuse, and harassment.
