HRA will be designed to strengthen the resilience of vulnerable PSNP households in ways that ultimately lead to improved and sustained PSNP graduation rates. This multifaceted activity is expected to be a major component in USAID’s contribution to improving Ethiopia’s ability to improve resilience and enhance economic growth in the highland’s regions. The Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager leads and implements methodologies to monitor, measure, and analyze the impact of all Ukraine project activities and leads all the M&E functions of each project. S/he will design and manage a monitoring and reporting system including finalizing program indicators and full implementation of each project’s Activity Monitoring, Evaluation, and Learning Plan (AMELP) to help inform USAID, USAID/Bureau of Humanitarian Assistance (BHA), and other donors as well as the Chief of Party, Program Director (PD), the technical staff of project status and progress toward achievement of key results as agreed in annual work plans. S/he will work with the COP/PD and technical teams to track and report on specific actions supporting all the project’s outputs, results, and outcomes. S/he will implement the designed methodologies for data collection and reporting of both qualitative and quantitative data. They support the procurement, logistics, HR/admin, IT, and safety and access departments, and lead these departments when serving as Acting DO. The SOM contributes to the planning, coordination, and implementation of initiatives aimed at enhancing operational excellence. The SOM will be assigned critical procurement, HR, and Administration tasks to lead in place of the DO and is expected to work effectively in all areas of operations with minimal supervision. The SOM also supports the Safety and Access Manager with risk management and mitigation measures, including development and operationalization of contingency plans. They will focus on Global Program alignment and connection of its business priorities to overall organizational strategy and direction and will work across different departments and units to create achievable, integrated plans for organizational initiatives. The Senior Director will assemble and lead cross-functional working groups and project teams to drive forward project goals and desired outcomes.  The Strategy Director will reach outside the organization to benchmark best practices and position Global Communities as a contributor and thought leader in industry-related strategic initiatives such as localization, organizational agility or domestic programming.

As the situation evolves emergency response team members will support in identifying, designing and starting response activities in Ukraine or in neighboring countries based on need.   This position is located full time in Kyiv, Ukraine. This position requires travel to and from conflict affected areas.   Director of Finance (DF) will oversee an annual portfolio of approximately $20M USD in donor-funded programs. The portfolio includes a mix of humanitarian assistance, governance, economic development and localization and technical assistance delivered throughout Ukraine. The DF is responsible for overseeing project finances and other operational and administrative duties, as required. The DF supervises the tracking, reporting and management of all financial aspects to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of financial reports.

The overall objective of this five-year activity is to improve appropriate nutrition behavior and utilization of nutrition services to improve the nutritional status among women and children in Ethiopia. This can be achieved through the intermediate results: 1) Improved nutritional practices and demand for services at the community level; 2) Improved quality of nutrition services at the community level; 3) Improved capacity for coordination among the nutrition stakeholders across sectors; and 4) Ensure Quality Standard for SBCC Program implementation, monitoring, evaluation, and documentation, as per the national Social Behavior Change Communication Quality Assurance Guideline and the National Guideline on Adolescent, Maternal Infant and Young Child Nutrition.    The SBC and Community Engagement Advisorwill provide leadership, strategic direction, and guidance in planning, implementation, monitoring and evaluation of SBC strategies implemented by Community Nutrition Activity. S/he will provide technical assistance and guidance in designing and developing tailored and effective interventions and innovative behavior change solutions using participatory, evidence-based, human-centered design approaches. S/he will provide support inthe integration of SBC strategies and interventions within and across the project and willstrengthen the capacity of the project teams on SBC to achieve overall goals and objectives. S/he should be well-versed and adaptable to a variety of recent technologies, including mobile-based and digital solutions and methodologies, and use those to ensure development of high-quality products and the uptake of innovative dissemination practices.The incumbent will be responsible for leading the SBC and community engagement interventions, in close coordination with key personnel and technical advisors.
