This includes the appropriate framework(s), architecture, internal/external threat prevention and information security operations. S/he oversees the development, implementation and enforcement of information security policies, standards, and procedures.   The Director, Information Security ensures all information systems are functioning in accordance with established security policies and procedures. S/he oversees IT risk evaluations, audits, and security incident investigations. The Director, Information Security Director provides strong and clear guidance, advice, and recommendations to the Chief Information Officer and other key Global Communities’ staff on risk management, digital protection, and cyber security. S/he actively contributes to the development and implementation of a comprehensive information security strategy, including ongoing collaboration with data protection counsel.

Background Information Global Communities (GC) is intending to prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD) in Fiscal Year 2024.   About the Consultancy GC is seeking a consultant to lead the development of one application budget and contribute to harmonizing the pricing strategy and budget process in the event of multiple applications. Building on GC’s well-established experience as a McGovern-Dole prime implementer, the consultant will serve as the Budget Lead to develop a final submission-ready budget and budget narrative. GC seeks a consultant for up to a maximum of 40 days of effort to begin in December 2023, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.   Scope of Work - Lead the development of one budget package (budget spreadsheet, budget narrative, and any supporting documentation) for one application budget from the release of the solicitation to submission. This includes determining budget caps for cost categories, developing draft and final versions of detailed and summary budget spreadsheets and the budget narrative in line with NOFO guidelines and requirements. - Facilitated by the Sr. Manager, Cost & Pricing, lead budget reviews and incorporate comments and edits from reviewers into the budget and narrative. - Coordinate with the Sr. Manager Cost and Pricing on developing budget strategy for both submissions, if applicable. - Provide the Sr. Manager cost and pricing with inputs needed to ensure both submissions reflect similar costs and pricing strategies, if applicable. Deliverables - Participation in team calls and meetings, as determined necessary by the Sr. Manager, Cost & Pricing (Tawni Stetson) and the Proposal Director - Development of a final budget spreadsheets (detailed and summary) and budget narrative. - Completed SF-424 forms   Qualifications - Demonstrated experience with McGovern-Dole proposal pricing. - English fluency required; Spanish language proficiency preferred.   Location of Work Remote at consultant’s home of record. The consultant will be responsible for reviewing donor technical guidance, existing GC documentation, consulting closely with country-based staff and/or consultants, and supporting new inputs from formative work and project design, to develop submission ready products in line with the SOW below. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.     About the Consultancy   Scope of Work - Review and ensure familiarity with core USDA McGovern-Dole Technical and Proposal Guidance Documents, including: - USDA McGovern Dole Learning Agenda - USDA MGD Food Assistance Indicators and Definitions - USDA standard Results Framework for McGovern-Dole and LRP - Review USDA’s FY23 Results Framework - FY23 Monitoring Eval & Reporting guidance - RFP/NOFO for FY24 Proposals - Review key past GC MGD Proposals and technical documents and identify areas for updating and/or strengthening. Review summary of USDA feedback on GC’s former proposal submissions and MEL documents, including evaluation reports. - As needed and dependent on the target geographic area identified in the final solicitation, lead activities to update formative assessment to inform proposal design and targeting. This includes: - Revise/redraft existing formative assessment protocol and tools from recent GC MGD proposals, in coordination with the proposal tech design team; - Lead analysis of formative assessment data, collaborating with in-country consultants and/or GC MELI team as necessary. - Summarize and prepare formative assessment results for use in proposal design activities - Participate in the full design workshop (potential to be held virtually or in the region). Plan for and lead M&E sessions in the Design Workshop, including presentation and dissemination of formative assessment results, overview of USDA learning agenda questions and M&E requirements, development of results framework, creation of Theory of Change (ToC), creation of learning agenda. - Draft M&E and proposal components, in collaboration/coordination with the proposal design team, including Results Framework diagram and supporting narrative, project indicators and targets, including Indicator Table, Evaluation Plan (including the learningagenda); and define key resources needed for M&E budget, including: - Review existing M&E systems and recommend any required changes if necessary to platforms, tools, and /or approach - Review/update current staffing and partnerships to implement MEL Plan - Participate in ongoing coordination calls and meetings with the proposal design team and GC MELI team. The activity builds upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. The Ghana Health Program builds on Ghana’s health and development progress to date in advancing the delivery of integrated HIV health services for key and priority populations. Technical assistance and service delivery activities will build the capacity, sustainability, and resilience of local institutions and regional health directorates. USAID envisions assistance under this program will significantly contribute to Ghana’s progress outlined in national strategies addressing integration of HIV health service delivery.   The MERL Director will lead the design and oversight of the project MERL and Collaboration, Learning and Adaption (CLA) activities. The MERL Director will lead a team to develop and maintain systems to collect data and lead analysis to produce information on inputs, outputs, outcomes and impact of the program. S/he will collaborate with project team members and partners to provide feedback on data collection and indicators; analyze data reported from sub-grantees, and support quality assurance throughout the program. Under the leadership of the COP and DCOP, the MERL Director will also lead the adaptation management design and coordinate implementation required under this award to ensure adaptation measurements and course correction are put into place as required to change dynamics within the country and within the health sector.
